Maybe he thought the boat was a rockin...let's come a knockin?  He may consider all water of Crystal lake part of his territory...a boat was in his territory.  As far as New York...don't think he planned to go there, but he was in pursuit of the victims from the Lazarus & couldn't turn his back on them?

He didn't, but Jason is entitled to take a vacation every now and again. Killing is his business and I'm sure it is rather exhausting and stressful. Jason probably just likes to go boating to relax, take a break from the grind, but winds up with a bigger workload than he expected. Poor guy never catches a break. Idle hands are a devil's playthings. Probably good that he stays busy.
